Before the now controversial ad-hoc committee report that was tabled and debated at the Nandi County Assembly, not much was known about the Kosirai Ward representative Hon. Sarah Mutwol.

However, the committee placed her at the helm of the controversies that has surrounded the report that was produced by the committee in which she deputised Kapsabet Ward member of county assembly.
The report itself stirred quite a lot of passion from all sides of the political spectrum with proponents of the report suggesting that governor Sang fires all his CECMs. The opposers of the report shot it down at the assembly in a sitting that was marred with violence and underhand dealings.
Interview with Alfred Koech
During a live interview with Australian based Kenyan Alfred Koech Sergent, the Kosirai Ward MCA painted a picture of what ails Nandi. She stated that most projects in the county are white elephants used to siphon public funds.
"Appropriations and variations of projects are done without proper documentation or following due process." She said.
She also stated that the state of health facilities was wanting with patients forced to share beds, buy gloves for doctors, syringes, files and other paraphernalia used in medicare.
She revealed that the Kapsabet referral hospital lacks a morgue since it was demolished over two years ago. She further revealed that despite the assembly appropriating funds for the construction of a new morgue, the project is yet to commence two years down the line.
She further revealed that some of the county employees are drawing two salaries from the main payroll and the manual one which is a violation of the law. She also revealed that the payroll was always signed by different Chief officers in various months.
She went ahead to reveal that Early childhood education teachers in the county were suffering due to underpayment, with most earning less than 15,000 despite them being graduates.
Violence in the assembly
The MCA revealed that during the voting of the ad-hoc committee report, the process had already been hijacked by various actors. She stated that some of the MCAs already had a predetermined mindset and were calling on the Speaker to call the vote and do away with the debating.
The event ended prematurely when a section of the MCAs disrupted the ongoing voting. She said that they had 19 MCAs in support of the committee report.
A video surfaced of the Kosirai MCA being roughed up by her colleague from Lelmokwo Ngechek ward, Hon. Kipkosgey Arusei. Hon. Mutwol stated that the honourable member is yet to make a formal apology to her.
Calls for unity in the fight against mismanagement
The MCA called on all Nandi residents to unite against mismanagement of resources. She asked the residents to take up the fight against graft being perpetrated by the executive and being overseen by the Nandi assembly.
"When a cow gets lost, it is upon the entire community to go out there and look for it, it is not a job only left for the herdsmen. Therefore, I am calling on all of us to join hands and fight for what is right." She stated.
She however made an assurance that the fight will continue whether the report is adopted or not.
