The assembly had constituted an Ad-hoc committee that was Chaired by Kapsabet ward MCA Benjamin & deputised by Hon Sarah Rubety Keino of Kosirai Ward to probe incomplete projects, inefficiency, financial impropriety and bloated wage bill.
The committee tirelessly spent 30 days collecting all the necessary and valid evidence inorder to consolidate a good report. All Members of county Executive committee, Chief officers, Head of sections, departmental directors, Members of the Nandi county public service board were invited to appear before the committee for grilling & to shed light on the status of all County projects from FY 2022/2023 and the glaring errors in implementation & cost variations in some projects.
The Ad-hoc committee members then retreated to Mombasa to draft the report. The report was tabled at County assembly on 12/11/2024 during an afternoon session. The report faced an instant rejection after two MCAs( Minority Leader Kirongo & nominated MCA Milcah Chumba) attempted to block the tabling of the said report. There were also far-fetched claims of bribery and coercion to change the findings of the report.
Some of the committee recommendations included; dismissal of all CECMs, Chief officers, three directors and the entire County Public Service Board. A number of county officials who were found culpable were recommended to EACC for scrutiny and may face graft charges thereafter.
Governor Sang was also on the chopping board. He was accused of the following offences; gross violation of the constitution & Incompetence which basically creates ground for Impeachment.
The report irked a section of Nandi county residents who staged a long siege at the Nandi county assembly to compell the MCAs to adopt the report for the sake of the public interests. They disobeyed the initial Kapsabet OCS , Robert Githinji's statement to stop any picketing around Kapsabet over purported intelligence report that there's a likelihood of violence occurring amongst the pro and anti report factions.
Few months ago Governor Stephen Sang ordered full implementation of the Public Service Commission(PSC) audit report that revealed serious payroll scam. Over 1800 Employees were sent home after revocation of their appointment letters. The residents were also expecting the same zeal & zest from the Governor to implement the ad-hoc report recommendations in totality.
MCAs took the entire day debating the contents of the report. The report started toppling when four MCAs who were in support of the constitution of Ad-hoc committee went against the committee findings. The members include; Majority Leader Walter Teno (Kabiyey Ward) , Julius Kipkosgei (Lelmokwo/Ngechek) , Gideon Kogo (Kipkaren) & Edwin Kiprop (Nandi Hills).
A section of MCAs led by Hon Kerbesen Lasoi & Hon Sarah Mutwol accused their counterparts of betraying the people of Nandi after receiving bribes to reject the report.
The voting process ended abruptly after chaos erupted at the county assembly chambers amongst the MCAs.
The people of Nandi have expressed their frustrations & disappointments after their representatives failed them at the hour of need. Speaker's ruling is expected today on what next for the Ad-hoc report.
