Governor Sang has failed; Nandi Speaker Joshua Kiptoo says

Nandi county Assembly Speaker Joshua Kiptoo has accused the Nandi county government of incompetence. 

Speaking at a popular digital show hosted by Australian based Kenyan Alfred Koech-Sergent, the speaker accused the executive of failing to implement motions passed by the assembly.

The speaker also stated that most of the Nandi residents were tired of the government. 

"People don't  show up for public participation whenever we have them. We call for public participation but no one turns up," he said.

OVERSIGHT

The speaker said that the assembly was experiencing some challenges while conducting its oversight role. He cited interference from the executive as one of the greatest obstacles towards effective functioning. 

"Interference from the executive is one of the challenges we face as an assembly. Members also have their own political persuasions that we cannot interfere with,'' said Kiptoo. 

The speaker gave the assembly a 57-60% rate on its performance.
 
WORLD BANK PROJECTS

The Speaker was categorical that the program was marked with instances of incompetency on the implementers. He said that some of the MCAs who's wards the project touched on complained of shoddy works being done by the contractors. 

Specifically, he talked of the pavement project that was being done from Namgoi to the town center which has in the past raised a lot of concerns from the locals.

POOR ROADS

The speaker attributed the poor road network in the county to incompetence by the executive. He said that it was wrong for the government to blame bad weather for the poor state of roads. 

"We all know the rain patterns in the county, why is it that the administration always blames the weather for not making the roads. Why can't they do the roads before the onset of rains?'' he asked.

"As an Assembly, we have allocated the roads department over 370Million Shillings, which is one of the biggest budgets in the county," he added.

HIS ACHIEVEMENTS

The speaker was quick to point out some of his achievements at the helm of the County Assembly. Topping the list was the introduction of Facebook live coverage of the assembly proceedings. This he says has enabled access to information by members of the public. 

"We have made it easier for everyone to follow our business in the house. Through Facebook live coverage, the electorate can now be able to follow their representatives as they make laws at the assembly." said Kiptoo

He also stated that the level of public participation has been further devolved to the ward level unlike in the past where the same was conducted at the Sub-county level. This he said has made it easier for more people to air their views on issues affecting them.

"We have also seen a number of motions passed at the assembly. These motions are above board and meet the requisite legal threshold."

BBI FACTOR

Speaker Kiptoo noted that the document could not be passed as it is. He said that as an Assembly, they wouldn't endorse the document if certain sections are not amended. He pointed out the fact that the MCAs were being given a paltry 5% as Ward development fund yet they were seeking about 30% of the development fund in counties.

He also pointed out the interference of the independence of Judiciary and the police. 

"We cannot go back to the old days when the executive had a stranglehold of independent bodies. There is also the issue of a bloated government through the introduction of the office of the Prime Minister, Deputy Prime Ministers and also the Assistant Minister positions," he argued.

2022 POLITICS

He hinted that he might be seeking an elective position in 2022. He however said it was too early to get campaigning as the mandate he currently holds expires in the same year.
