The recently released report by the Nandi County Assembly has indicted madam Valentine Chumo.
She had been accused of overseeing the loss of building materials meant for ECD centers. The ad-hoc committee chaired by Hon. Emmanuel Rono accused the CEC of incompetence, usurping powers not entitled to her, lack of objectivity, insubordination and impartiality in decision making among others.
Valentine Chumo is among the CECs that were interdicted by governor Stephen Sang at the wake of allegation of mass theft of building materials at the Education and Vocational training department.
The embattled CEC joined the department after governor Sang's reshuffle of his cabinet. She took over from Stanley Baliach a close ally of the governor who has also been suspended.
Word on the street is that she might be victimised due to power wrangles pitting the executive and the county assembly. Sources claim that she was ousted due to her hard stance on issues to do with "harambees" and he failure to honor MCAs requests to attend them.
Sources privy to the assembly ongoing claim that she doesn't honor harambee invitations and that she doesn't give out handouts.
Mrs. Valentine had a successful career at the tourism and culture ministry. Her tenure was devoid of any scandals or any claims of misappropriation of funds meant for development.
"The witch hunt is too personal. I'm glad that the matter is before the public court and my conscience is clear. The impeachment by the MCAs is not only personal but also full of malice." Said Valentine when contacted.
Questions have been raised on why the MCAs have twice impeached her.
The report which has already been adopted has seen her lose her job as the executive member for education and vocational training.
It is however not clear whether the recommendations of the committee will be effected by the governor. On April 16th 2019, she had sought orders from the high court in Nairobi barring the county government and the Assembly from firing her pending the determination of a case she had filed.
Governor Stephen Sang has remained mum on the matter. He had constituted a committee to look into the issue that was to table its findings after thirty days. It is however not clear why there has been delays in releasing the report.
