Speaker Joshua Kiptoo failed to approve international travel for nominated MCAs, risks impeachment

Nandi County Assembly speaker Joshua Kiptoo failed to approve international travel for nominated MCAs. This is according to a document seen by Nandi News. According to the document, the speaker has on various occasions discriminated against nominated members of the Assembly by failing to accord them opportunities to participate in international conferences, seminars or trainings.

At least 25 members of the assembly have appended signatures approving a motion to impeach Kiptoo. The motion being sponsored by MCA for Chemelil Chemase Ward Hon. Hillary Serem seeks to remove the speaker on nine grounds.

The mover has accused the speaker of failing to observe time by always reporting late to the plenary.

The speaker is also being accused of failing to ensure timely completion of the Assembly complex despite the fact that it's the only project being undertaken by the Assembly.

The document has also highlighted issues to do with tendering, employment and partiality of the speaker in debates at the Assembly.

Joshua Kiptoo became the second speaker of the County Assembly of Nandi in 2017. At the time of his election into the office he was 28 years of age, becoming the youngest in the country.

Kiptoo, a lawyer by profession has been on an onslaught against the county executive, accusing it of being incompetent. This according to insiders is what is fueling his current political woes.

It remains to be seen whether the speaker will succeed in getting himself out of the impending ouster motion.
