The 12-Member Senate committee formed to deliberate on the revenue sharing formula among counties has failed to agree, days after the senate failed to agree for a record nine times on the best formula to adopt.
Reports indicate the committee, co-chaired by Bungoma senator Moses Wetangula and Nairobi senator Johnson Sakaja, failed to agree on two formulas it had zeroed in on during the entire negotiation process.
The first formula they were deliberating on was the sharing based on population as opposed to the size of land, popularly described as One Man One Vote One Shilling posed by the senate committee on finance and which was being supported by President Uhuru Kenyatta
If this formula is to be adopted, 18 counties would lose a combined total of Kshs19 billion. This has resulted in increased opposition by senators from these counties.
The second formula was the one tabled by Meru senator Mithika Lintiri which suggests that Kshs 270 billion of the total Kshs 316 billion be shared equally based on the second generation formula which was used in the last financial year, while the remaining Kshs 46 billion be shared according to landmass, population and health as envisioned in the third generation formula.
The committee failed to agree on these two formula and now it's the government to decide on which formula to adopt.
