Win-Win is the way to go, Ruto insists


Deputy President William Ruto has insisted that the Win-Win formula is the best way to deal with the current stalemate on revenue allocation to counties.

Dr. Ruto was speaking when he met with grassroot leaders from Bungoma and Transzoia counties at his Sugoi home, Uasin Gishu county.


He insisted that there was no need for smaller and other historically marginalised counties to lose on their revenues at the expense of larger more developed counties such as Nairobi, Uasin Gishu, Nandi counties.

"The Senate has a duty to ensure that in developing a formula for sharing revenue, no county is hurt and devolution is strengthened. Hence, it should be guided by a win-win situation whereby populous counties get their fair share of revenue just as those considered marginalised or geographically small in size," he said.

The revenue sharing debate at the Senate has aborted nine times, with emotions running high with every sittings.

The Senate agreed on a twelve man committee to iron out issues. The committee is comprised of senators who are opposed to the one man one shilling formula christened "team kenya" and a faction that is alligned to the formula being fronted by Senator Irungu Kangata.

It remains to be seen whether the team will come up with a solution agreeable to both sides.
