From left; Nandi governor Stephen Sang and Ol'lessos MCA Emmanuel Mengeech |
Trouble could be looming for Nandi governor Stephen Sang after Ol'lessos ward MCA Emmanuel Mengeech made revelations of irregular procurement practices being spearheaded by the executive. Hon. Mengeech was speaking during a facebook live show hosted by Australian based Kenyan Alfred Koech-Sergent.
Hon. Mengeech a strong critique of the governor revealed that the county has for sometimes now been procuring goods at exhorbitant prices. He gave examples of Infrared thermo guns which would ordinarily cost between ksh. 7000-7500 being quoted at ksh. 18000/= and the N95 facemasks being quoted at Ksh. 1000-1500/= per piece.
The Ol'lessos member who also doubles up as the chair Education and Vocational training committee, a department that has been at the centre of misappropriation of funds, also made revelations of massive wastage happening at the department.
"As we speak, 1195 bags of cement spread across various centres have expired. The bags were procured at a price of Ksh. 1200/= a bag. They were then delivered before other materials were bought hence the expiry." He said.
The MCA also stated that, the Executive had agreed to build two ECD centres each in all the thirty wards in the county, but three years down the line, only two centres were complete despite the huge budgetary allocations awarded to the department.

BLOATED WORKFORCE, DELAYED SALARIES
The MCA accused the governor of overseeing the irregular hiring of employees into the county government without proper systems and job descriptions. He stated that during one of his work visits to the education department, he was shocked to find an office with a total of 29 employees yet it only had 5 desks. He said the problem cuts across various departments in the county.
Hon. Mengeech also castigated the county government for neglecting ECD teachers noting that, a graduate ECD teacher was being paid ksh. 12000/= only while a cleaner with only a form four certificate earns Ksh. 18000/=. This he blamed on the absence of a clear job description for the teachers.
"When the previous governor handed over office to Sang's administration, the county government had a workforce of about 2000 employees, currently, the figure stands at about 6000 employees explaining the recurring problem of salary delays in the county." Said Mengeech.
